ROBBINS, CHARLES E. - Charles E. Robbins, 66, of Troy, passed away Sunday, July 6, 2008, at his home.  He was born Sept. 6, 1941, in Troy, to Robert L. and Lova Mae (Ditmer) Robbins of Troy.  He is survived by his mother; a sister, Martha Kimbrell of Tipp City; three nephews, Robbie Kimbrell, Terry Ingle and Mark Ingle Sr.; and a niece, Debra Blankenship.  He was preceded in death by his father; his wife, Phyllis; and a sister, Donna Ingle.  He was a member of the Fraternal Order of Eagles, Troy, and a former Member of the Troy Redmens Lodge.  He retired from Kimberly-Clark, Troy, and enjoyed country music, NASCAR and the Dallas Cowboys.  A memorial service will be at　1 p.m. Saturday, Aug. 2, at the First Place Christian Center, 16 W.
